I have just encountered this issue as well. In my instance, it was a Drupal 9.5.11 installation; but same situation. Everything was working fine, I installed the theme, and set it as default, and the Admin Toolbar was no longer accessible. I couldn't click ANYTHING on it. I could click the buttons/etc. on the site itself, but nothing on the Admin Toolbar. I manually entered
/admin/appearance
in the URL area of the browser, and changed the theme to another, and immediately the Admin Toolbar worked correctly.
