Currently, the menu links for the Taxonomy Import module are both set to appear directly in the root of the Configuration admin menu; however since they have weights applied, they may appear separated from each other when the admin menu appears as a dropdown (such as with admin toolbar enabled) and other modules have links with conflicting weights- resulting in the Taxonomy Import links appearing before and after other menu links.
While logged into the backend of Drupal with the module enabled, navigate to the administrative backend, hover the Configuration menu in the admin bar/menu and observe the two links "Taxonomy Import" and "Configure the taxonomy import"
Group the two links under one parent item (parent item can link to the module help page).

As a result of the reorganization of the menu links, the UI should show them grouped in a submenu.

Patch created that consolidates the two links into a parent "Taxonomy Import" menu item under Content Authoring.
In the process, I renamed the labels for the two menu items.
