Output debug cache tags

Problem/Motivation

Cloudflare strips the Cache-Tag header from the response, making it difficult to debug any issues with cache tags.

This patch outputs the cache tags under an additional header to ensure they're passed in the response, and also outputs the unhashed Drupal debug cache tags.
