Pass scope and account data to alterPermissions in a BC way

in 📌 Add the access policy API RTBC we added more data to pass along to the alterPermissions call. The fact that we pass a scope is actually needed because if the original CalculatedPermissions object has no items for said scope, the alterPermissions method cannot figure out what scope it's supposed to act on.

Let's copy that here in a BC way by adding a new interface and if people implement said interface, they get the extra data. This does not break existing code, but offers a working alternative for people who are running into this problem.
