ShURLy Shorten Service 403 Error

Problem/Motivation

I am unable to utilize the shorten endpoint in the ShURLy service to create shortened URLS.

Steps to reproduce

When using the following endpoint: '/shurly/api/shorten?ongUrl=http://www.lullabot.com&shortUrl=shorturl&apiKey=myapikey&format=txt it will result in a 403 error unless used in an authenticated browser window. I've confirmed this issue is not unique to our instance of Drupal by testing in a vanilla Drupal 7 install as well.

Proposed resolution

If an API key is being used that is associated with a user of the correct permission level, then this endpoint should work without needing to be authenticated. I believe this issue was resolved according to another issue thread here, but perhaps there was a regression or other conflicting issue.
