Field config not available for cloning when field is used as a base field

Problem/Motivation

When I have a custom field added to an entity type as a base field and then go to the field UI to add another custom field that way, it throws an exception when it tries to load field config from existing fields to offer those fields in the drop down for optional config cloning.

Proposed resolution

Ignore fields, that can't be loaded because they are base fields.
