Problem/Motivation

The Data Policy Agreement detail page results in a fatal error if there are no data policies created (when the module is just enabled).

Steps to reproduce

  1. Enable module Data policy
  2. Go to the page /data-policy-agreement

Proposed resolution

Check if data policy exists $this->dataPolicyConsentManager->isDataPolicy() in the agreementAccess() method.
