Update Rules autocomplete.js to track core changes

Core autocomplete.js was modified a few months ago in D10.1.x in issue 🐛 Autocomplete throbber is visible when entering a blacklist character Fixed via the core commit https://git.drupalcode.org/project/drupal/-/commit/c1fdf4e7c437cdb3eaf97...

Because Rules autocomplete.js is a fork of the core autocomplete.js, we need to ensure that Rules autocomplete.js gets changed in the same way to fix the same bug found in core.
