Destination query parameter supersedes Decoupled Preview button destination

Problem/Motivation

When a destination query parameter is present in the URL, and a content editor is editing a node, a Decoupled Preview button is available. When the content editor presses that button, they should be taken to the Decoupled Preview tab for that node; instead, they are sent to the path that is the value of the destination parameter.

Steps to reproduce

After setting up Decoupled Preview, navigate to the content overview page (/admin/content). Select the Edit button for a node whose content type has been configured to use Decoupled Preview. (The parameter ?destination=/admin/content should now be part of the URL.) Press the Decoupled Preview button. Instead of navigating to the node's Decoupled Preview tab, you are taken back to the content overview page.

(If you edit the destination query parameter to direct you somewhere else, that URL will be where the browser goes when pressing the Decoupled Preview button.)
