Fread argument length must be greater than 0

Problem/Motivation

We are seeing the error
Uncaught PHP Exception ValueError: "fread(): Argument #2 ($length) must be greater than 0" at /code/web/modules/contrib/ip2location/src/IP2Location.inc line 1052
From some countries.

Visit a site using the module eg from Rwanda
