Block condition not compataible with Drupal10

Problem/Motivation

For legacy Sector sites (created originally from Sector 9) who want to use this module with Drupal 10.

Steps to reproduce

- Create website using Sector 9
- Update to Sector 10 / Drupal 10
- Enable this module

Receive an error around invalid block condition.

The node type condition was deprecated in 9.3 and removed in 10. https://www.drupal.org/node/2983299 →

Proposed resolution

  1. Fix config
  2. Bump supported versions to ^9.3 || ^10

    Keeping as active as I'm going to be working through any other issues - most of these can likely be worked around prior to updating an existing site by fixing site config - but keeping the patch here for clarity.
