Problem/Motivation

ImageStyleDownloadController currently duplicates a lot of what is done in core. This leads to issues such as 🐛 SA-CORE-2023-005 might apply to avif module Closed: outdated .

Decorate ImageStyleDownloadController and pass most of the image derivative logic back to core.
