Prevent Flash of Unstyled Content in SPA Mode

Problem/Motivation

Was testing this on an older machine and saw a noticeable flash of unstyled content in SPA mode for pages that require new styles. A preloading strategy might be able to solve this. HTMX offers the https://htmx.org/extensions/preload/ plugin.

    This was really tricky.

    Fix ended up being a combination of retaining styles during client side routing and increasing the settle delay when transitioning.

    We're doing a lot of bending to make SPA mode work at this point. If MPA mode gets support in evergreen browsers I'd want to create a new major release that removes or deprecates it.
