The documentation walks through the export but then doesn't tell you how to access the export. It sounds from reading the Issue logs, that some entry is made into the config table, but it's not documented how to get it out. Or what to look for in the config to export or even a link to or hint of that entire process
Follow instructions come to missing processes in documentation. Run drush command or UI command and then what?
Do a complete walk through that doesn't assume the end user knows what the export is doing or how to access it once it's done.
Add description of getting the export out of config and then importing it to a new site
Possibly add next steps to UI or formalize the next part of the export
Possibly programmatically do the full export to a transferable file.
