Add an External URI field to all taxonomy terms

Problem/Motivation

It would be helpful to be able to link taxonomy terms in farmOS to external ontology item URIs.

Example user story:

I grow 5 crops, and I have one "Plant type" term for each of them. I would like those terms to link to the crops in the USDA Plants Database: https://plants.usda.gov/home

Proposed resolution

I propose we add an external_uri base field to all taxonomy terms in farmOS. This field would allow multiple values, so a single term may link to multiple URIs.

Add external_uri base field to all taxonomy terms.

User interface changes

A new "External URI" field will be available on all taxonomy terms.

API changes

A new external_uri field in the attributes section of taxonomy_term entities in JSON:API.
