Allow editing annotation text from admin UI

Problem/Motivation

I would like one administrator to be able to edit annotaitons created by another. This seems to not be working on the front-end via JS, but it would be easy enough to implement in a Drupal admin UI.

Proposed resolution

new annotation/%annotation/edit system path with page callback that presents a form. On save, the annotation is updated.
