Add cc/bcc support for Send mail

Added attached diff for rules for 7.x-2.14

In Drupal we fix the current branch first, then backport the fix. In this case, the work on this issue is in #856358: Add cc/bcc support for Send mail → and should be finished there. THEN the patch developed in that issue should be backported.

Right now it needs a patch with passing tests, so if you're interested in this feature please work on that.

@TR - thanks but we used the D7 patch from that issue previously for D7 → (before that issue was moved from 7.x-2.x-dev to 8.x-3.x-dev in that issue here → .

We aren't using that functionality in D8+ (or D8+ for that matter) but I'm happy to roll and apply the patch for any Drupal D8+ instances if/when the time comes.

#5 patch is failing due to directory issue.
All people won't use the standard module path like this `sites/all/modules/contrib/rules`.

If you have profile based (distribution) website setup then the module path got changes when module is part of profile.
This new patch works with any kind of module path structure.
