Create administer media_tyler_data_insights hosts permission

In ✨ Add configuration for allowed Data & Insights hosts Fixed we created a permission for setting the allowed hosts. But that permission doesn't really exist.

Provide 'administer media_tyler_data_insights hosts' permission. Ensure it's marked as an admin-only permission, as this can edit the CSP policies.
