This solution makes little sense to me.. The objective of _8200 is to convert the old configuration objects into new configuration entities.
The only way this could be happening is in some weird case where the old configuration was not updated after running _8200 elsewhere, and now the configuration entities are being added. Can you provide more details about the state of the module configuration when this error occurs?
