Fallback Transitions for Browsers that Don't Support View Transitions

Problem/Motivation

While I don't think full parity will be possible, we should be able to have a fallback animation in SPA mode for browsers that don't yet support the view transitions API. The question is if this is worth the effort though. Firefox and Safari have both come out in support of this API, so they are likely to support it eventually. Time might solve this problem for us.
