Allow WYSIWYG on the content block replacement formatter.

Problem/Motivation

We don't want the content editor to write HTML tags, instead we want them to use a WYSIWYG element where they can apply styles with buttons.

User interface changes

In the Widget we can now select a filter formatter. There is a fallback to the dafault behavior.
