Add a Drupal condition for detecting when the "Toc js per node" field is set.

I'd like to control the Drupal block usage, hiding its usage if the Node field has the field checked.

Add a Drupal condition plugin.

Provide issue fork/patch.

A new condition will be available once the toc_js_per_node module is installed.
