Possibility to exclude per user or role basis

Problem/Motivation

hi tanks for this nice module that does well what it is intend for.

However i would like to request (if possible) possibility to exclude some Role or user being impacted by the default settings (specifically when using the forced option).

This for example could let Super Admin, Administrator to still choose desired admin language after forcing the user

Steps to reproduce

With in mind having French for : all user's site language (Content, interface, administration pages) and being forced to french for them while developer's(or admin) language always stay in English...

1. Set two language available on your site (French and English)
2. Set French to be the default
3. Set enabled negotiation order to only Administration langage and Selected language(this completely at the bottom in order)
4. If not yet enabled, enable admin_user_language and at admin/config/admin_user_language/settings set default to French and force it with the checkbox
5. drush cr(<= was very useful for me) and Move to Admin or developer's profil.. No way to manually set it's language

WORKAROUND

Restart the above config step with more steps mentioned

1. A -- First *** Uninstall admin_user_language***
2. Set two language available on your site (French and English)
3. Set French to be the default
4. Set enabled negotiation order to only Administration langage and Selected language(this completely at the bottom in order)
5. B -- Second ***Move to Admin or developer's profil and set both Site and Admin language to English***
6. C -- Third *** NOW enable admin_user_language *** and at admin/config/admin_user_language/settings set default to French and force it with the checkbox
7. drush cr(<= ***was very very useful in this workaround***) and Move to Admin or developer's profil.. *** TAAADAAAAA It's set as expected***
