Add Administrative UI for Batch Updating

Problem/Motivation

With the work in 🐛 Bulk Pattern Updates Fail on Large Databases Active , pattern content may be updated using batch APIs, but only through the new drush patternkit:batch-update command introduced there. This issue is a follow-up for that work to expose this operation and any related configuration in the administrative interface for site editors to initiate the batch processes.
