Facility inherits both its address and its hours from its branch. This is confusing since Facility has its own Contact Info section already. Two different issues here with the different fields:
Contact info field
should NOT be required.
Display: for each field in the group, if set on Facility then display it, otherwise display field from Branch. for empty?
Hours: Add hours field, not required. Same logic as Contact
