Allow configurable form display for subscriber langcode

Site owners might want to change the order of the langcode field in the subscriber edit form.

It takes a single line of code:
->setDisplayConfigurable('form', TRUE);

This is dependent on 🐛 The "language_select" field widget is part of Core, but its config schema is in a module Fixed which has now been committed, but not yet in any release.
