This is by design, the composer namespace does not necessarily match the project name. We can evaluate swapping namespaces, if it is worth the time.

to get you started on project using the French State Design System (DSFR).my repository is correct when I make a git clone of the project, I get it back with the directory name "dsfr_twig"

Can you change the namespace or do I have to republish a new module to correct this?

This becomes a real problem when you have dependencies between modules...
