Assign/remove roles on verification/blocking

Problem/Motivation

Currently I am using the "registration_role" module to assign all new users the role "Pre-Authorized"

How can I make it that if user has verified email, it removes the "Pre-Authorized" role?
So basically if email is unverified, add to "Pre-Authorized" role. If verified, remove from "Pre-Authorized" role.

Can this be a new feature? A patch or a custom module?

Willing to hire someone to make this happen.
