Config export order is not predictable/consistent.

Problem/Motivation

Following in the footsteps of 📌 Config export key order is not predictable, use config schema to order keys for maps Fixed , config exports are sometimes inconsistent.

Proposed resolution

Sort the entries by a specific property, e.g. the uuid/weight, as well as use the UUID as the key rather than indexed arbitrarily.
And add an update hook which updates the existing data structure to a uuid based key.

Provide issue fork/patch.
