Support for Password Separate Form module

Problem/Motivation

Not sure how this module works, but when I install Password Separate Form → module which separate passw form from the main edit and create additional tab in profile = User is still able to change password even he doesnt have permission "Change other user passwords" which is quite odd.

Is this module only hides ability to change passw via css?

Would be possible to create patch which will deny to change password if not "Change other user passwords" selected ?
