Content moderation compatibility bug

With content moderation enabled, editing a node that is in the "Draft" state and only changing the moderation state to published -- without editing other field values -- does not correctly trigger setRevisionTranslationAffected(). As a result, the published revision is not listed as the current revision on the Revisions tab, effectively making it impossible to manage revisions as expected.
