Allow iframe CSS to be altered before it is encoded

The Hosted iFrame Tokenizer supports sending custom CSS to apply to the iframes, which would let a site match the styling of the elements to its theme:

Right now, we encode basic CSS but don't permit it to be altered, so anyone who wants to send in additional styles has to alter the form and provide an alternate URL. Better for us to permit the CSS to be altered before it gets encoded in the URL. If they're still in vogue, we can just use an alter here unless we need to use a full on event for this.
