Can't change menu background-color

Problem/Motivation

I updated the local.css to override style.css. There isn't danland.info file but I uncommented #css/local.css: {} in danland.libraries.yml but isn't validated local.css. I tried to change #menu background: #14345c in style.css but not happened anything.

    Hi @isipi, I followed these following steps:
    1. Installed the theme of version 8.x.1.1
    2. Uncommented css/local.css: {} in the libraries.yml file
    3. Changed #menu background color through local.css

    But the issue didn't replicated in my machine. I have attached the screenshot for refrence.

    I found the problem: need to clear the cache...
    Someone can update Danland Theme Book for Drupal 8, 9 and 10? Because there isn't danland.info file (this only used on Drupal 7) and need to search any solution.
