Create GUI for subscription history

Problem/Motivation

Follow on from 📌 Track history of subscribe/unsubscribe and proof of consent Fixed . We now track the history but the only way to see it is by querying the database.

Proposed resolution

Create a page showing subscriber history with an entity list: route, menu and task
Create a view that overrides the above page
Update the SubscriberHistory entity indices
Add access control for SubscriberHistory
Add a check within the test for each of the main ways to generate subscribers changes
