Fatal error visiting Bulma settings page if cannot connect to Internet to get CDN API data

Problem/Motivation

When offline and visiting /admin/appearance/settings/bulma or that of a Bulma subtheme there's a WSOD with this error:

TypeError: GuzzleHttp\Psr7\Uri::__construct(): Argument #1 ($uri) must be of type string, null given, called in /var/www/html/vendor/guzzlehttp/psr7/src/Request.php on line 44 in GuzzleHttp\Psr7\Uri->__construct() (line 80 of /var/www/html/vendor/guzzlehttp/psr7/src/Uri.php).

Proposed resolution

Handle not being able to connect to an external service a bit more gracefully.
