Provide option to exclude disabled config entities from entity reference selection

Can we backport/apply https://www.drupal.org/project/drupal/issues/3367492 ✨ DefaultSelection for configuration entities should not return disabled entities by default Needs work via altering the DefaultSelection plugin class with our own?
