Notifications don't display apostrophe " ' " as expected

Problem/Motivation

Created a new community. Back on the main dashboard, clicking on the Bell Notification, the text displays the HTML code "You created the community "Lil' Octa Fam"" instead of the expected ' apostrophe.

Steps to reproduce

Add anything that will show up in notifications with an apostrophe, then view the notifications

Proposed resolution

Not sure how to fix this?
