Create a 3.x branch for Drupal 10.1+ and JWT library 6.6.0+

Problem/Motivation

We want to use features of JWT library >= 6.6.0

Also, Drupal 9.5 and 10.0 are EOL soon, so makes sense to make a branch for people who are fully up to date

Proposed resolution

Update the minimum version of JWT, and potentially adjust the code at least in the users_jwt module to take advantage of the feature for getting the decoded header.

Consider adding ed25519 support to users_jwt module.
