When you are the identity provider for many services, some of those services have different attributes whereas some others do not want sensitive or personally identifying information revealed to them for reasons of privacy and GDPR (in the UK).
Pass the $state variable through to getUser() and then through to the hook_saml_idp_attributes_alter() hook.
