Handle logout URL

When logging out of a site, login.gov's identity sandbox reports:

• Client client_id is missing
• Id token hint This application is misconfigured and should not be sending id_token_hint. Please send client_id instead.
• Post logout redirect uri Please fill in this field.

Update the getUrlOptions() to return different options based on the URL.
