Missing config schema for block_inactive_users_send_email

Problem/Motivation

With config schema checker enabled, I cannot save the configuration form of the module because of the missing config schema for block_inactive_users.settings:block_inactive_users_send_email.

Steps to reproduce

Enable config schema checker, enable the module, try saving its configuration form (without even changing anything on it).

Proposed resolution

Provide config schema for the missing key.

Patch, test, commit, release.

Data model changes

None (beyond the aforementioned config schema change).
