Mailchimp signup - Title and description are too short

The title for the 7.x-5.x branch is too short, similar to the 8.x issue #3035542: Mailchimp signup - Title is too short (32-35 characters) →

The description is too short as well.

Increase the title to 60 characters, similar to the 8.x branch.

Increase the description from 500 to 2,000 characters.

Note that since title has its own column in the {mailchimp_signup} table, a DB update is required.
