Cannot update to 9.5.10

Problem/Motivation

We have Drupal 9.5.8 installed. It says the recommended version is 9.5.10. I want to update to 9.5.10.
Following the Drupal documentation here β†’ , I am running the composer update command for "core-recommended". I am in the directory above drupal's web root folder. This is where composer and vendor files live.

After I run the command, I don't get any errors. On the Drupal side, I cleared cache and ran update.php. When I go back to the Reports -> Available Updates page, it still shows that we have 9.5.8, so no upgrade happened.

The composer.lock file shows that drupal/core is configured with 9.5.10. Drupal itself says otherwise. I've run drush cache:rebuild and cache updb.

Any suggestions for troubleshooting are much appreciated.
