How does the permission "view any unpublished content" work with core content_moderation module, which provides a permission with the same id?

I'm trying to untangle my own sites usage of this module, and i see that core content_moderation module provides a permission "view any unpublished content" that conflicts with the permissions of this module.

Is this intentional?
If so, how does that work exactly?
If not, should it be renamed?
