Reject All not working

Problem/Motivation

Clicking Reject all does not unset all categories.

Steps to reproduce

Initial visit to site with all cookie categories set to 'Checked by default'. Selecting the 'Reject All' button (or whatever label used for the Reject Button Label) will result in all categories being accepted.

This seems to be due to the cookies status being NULL when the checkboxes are unset.
