Problem/Motivation

Add a new tab weight default value is wrong, the default value is count of all tabs +1

Steps to reproduce

Create a blocktab
Add three views tabs A,B,C
Show row weights
Delete the tab A
check the weight after the Add new tab button, default value is wrong

Proposed resolution

Get the maximum value of the weight in the tabs, and set default value as maximum+1
