Add jigarius as owner/maintainer

I think there are people who seek this functionality. I am building something similar for a client. If you make me the maintainer/owner of the module, I'll make a Drupal 8 version for it and maintain it.

I can start a new module, but this namespace is important, i.e. entity_action_log, hence I seek to use this project.
