When the parent entity is a node we can set inline entity form Simple which leaves the storage entity always open.
When the parent entity is a storage entity complex is the only option.
I'm not sure why simple is not available.
@mxh has pointed out in the other issue that this is likely due to my referencing multiple entities in one field vs the other. Is that the differentiatior in simple vs complex? the number of entity types you reference?
