Promotions not picking up Shipping SERVICES

When creating a Commerce Discount in commerce_promotion, the "Canada Post" Shipping method comes up as an option, but the services don't.

In Drupal 7 we had Apply to Shipping Service.

How can we have the Canada Post Shipping SERVICES in this module?
