Don't convert root relative uris on Entity Print Views debug page

Problem/Motivation

Entity Print contains a submodule which makes possible to print views pages as PDF. That also has a debug page but with a different route name: entity_print_views.view.debug. When displaying the debug page for a view, the links are replaced from /modules/contrib/entity_print/css/entity-print.css?rzh1q3 to file:///app/web/modules/contrib/entity_print/css/entity-print.css?rzh1q3. If you use a containerized setup (Docker Compose, DDEV, Lando, Docksal, k8s, etc.), this could result to incorrect links for stylesheets because that filepath is inside a container, not on the host machine. So for views debug pages, leave the links as they are please.
